This is an issue on Honda's side. Last time I was at the dealer (9/2023) I mentioned it still being an issue where I had to randomly factory reset the head unit and they acknowledged that it is a known problem and "honda is working on a solution and will release an update"

I have had the hvac whir at low fan speeds since about 1200 miles in my Integra. First noticed it after the second trip to the dealer for warranty work. While not the same car, I doubt there is any difference between the HVAC components.
