    Um.. who is tuning your vehicle? Have they used Hondata before? This is a very common task and I would be considered if they are unfamiliar.

    Get a hondata flashpro and connect to see if the ECU has been unlocked. Dealer won't know if it's tuned.

    This is pre-owned.. I wonder if it could be running a custom tune. On a early ethanol tune I had this issue.. @Jester04 fixed it.

    Hondata and Ktuner are vetted. All the good Honda tuners use both of them. Cobb has been mostly around Ford and Subaru.

    You can't upload video but you can upload sound clips. Look for an app that can extract the audio or a website to upload the video.
