Maybe cheap dealers in the south , in our parts it is blue washer fluid -35 degree protection. If it isn't coloured I'd say it is water.

My personal favorite and have been using for years are the Rain-X windshield washer fluid. There are 2-types the warm weather, Rain-X Bug Remover, its green and the item # is 68806.
If you live in a cold weather climate I would use the Rain-X 2 in 1 Deicer + Bug Remover. The item # for that is 690050 and I believe the color of this product is orange. I do not use this version much as I live in South Florida.
Have used both products for years and they are awesome.
