After you release the lock, you need to twist the cable collar counter-clockwise until it stops, then pull the cable up through the visible opening. It is a bit tricky I guess. The reason of course is that Honda wanted to make it very secure so it doesn't come lose on accident.

I would describe it more as eliminating the factory understeer. From my own personal experience, I was actually able to get the car to oversteer on the track, but only when taking corners very fast while braking.
