It's a Helmholtz resonator, designed to reduce intake noises. It's tuned to work at specific frequencies.
I removed all (4?) resonators on my Scion FR-S intake, but almost needed earplugs at some rpm's during wide open throttle. I added one back, which fixed the loudest issue and still left good intake sound (in my opinion).
Intake resonance noise can be loud and annoying if stuck at a noisy spot under load. Normally the engine passes quickly through rpm's and the noise increase is very brief.
