Whining on full throttle

When I am full throttle in 3rd gear getting close to redline, I hear a bit of a whine of sorts. Is that normal? Also, what is making the noise?

That's a pretty generic description... is it the turbo you hear?

My car also, when the rpm's reach 4000, there is also a vibration in the engine compartment and the vibration reaches the steering wheel. It's as if it's telling you that you should throttle up to reach higher rpm's, a very hot feeling, although I don't know if it's normal.
