I think you'll find very little coolant left in the block after emptying the radiator and heater core. I've drained the block on a couple Honda's and decided it's not worth the effort. If the coolant was contaminated, yes, but otherwise no.
The problem with China is the various factories copy cat each other (not just western factories). Some Chinese firms produce decent quality, but others only look the same from afar. I saw this first hand when living there.

Unless the rotors are no longer true or surfaces are scored from metal on metal contact, I wouldn't recommend resurfacing rotors. New pads will wear into the existing surface within a few days.
I highly advise against mixing tire brands or models. Differences in lateral stiffness, when the rears are softer, result in very unstable handling at speed.
