Looks like to me weld or paint sealer that ended up on the body before painting. It's more common than you think, though at the factory this normally gets caught. Considering it's on the roof doesn't surprise me that it was missed. It happens.

Anyway, as long as you report it and are upfront quickly, they will most likely take care of you. That's not a defect most people will be able to cause especially in the location it's in. I suspect it'll get approved, and you should be happy!

As for the black paint spatters people are referring to, it could be window sealer that's somehow getting spattered onto the car, it happens and it's a huge pain to remove. If anyone else experiences it on a newly delivered car, take it to the dealership and let them buff it out unless you have the confidence level and expertise. It will come out if it's not thick and/or baked on. In really bad circumstances, surfaces need repainting.

Thanks, I feel the same. And had the same thoughts about a respray solution. But what other option are reasonably available?!

Will circle back upon diagnosis & resolution.

Honda is gonna love me, my 2018 civic was bought back under lemon law after 1.5 yrs of ownership.
Can I send you a DM? I'm have an arbitration hearing with Honda on 9/7 for lemon law on a 2024 Civic Touring. Curious to know what process you went through.

Update- Honda has accepted the factory paint defect claim. Unfortunately they are telling me dealer installed ceramic coating (applied prior to Brand New purchase). So I'm going to look into that further.

But moving in the right direction.

Fantastic! Dealer just called said they got the CTR back from the body shop..... twist he advised they are not happy with the job...fml. so I get to go look at it for a min. Before it's sent back to have all the crap torn off again. Obviously not happy here.

Ugh that sucks dude. The dealer I took mine to had their own body shop and guaranteed the work for life, so I wasn't as concerned as if they sent the work off to some random shop.

I really hope you will ever be happy with the job they do. Hopefully guaranteed for a bit like above post, I have got work done before and looked fine only to look like crap a year later. Just really inspect the hell out of it. At least the dealer flagged it, thats a good thing.
