So if they are indeed building them, then that would mean VINs exist, correct? So that would mean once dealers get their allocations, they should also know their VIN?

Correct - no VIN, no confirmed allocation.
For allocations, anything other than an actual VIN # is subject to change.

Can you buy a car in the US and register it in Canada?
I'm sure at some point you can. However, that's going to be a crazy markup from the US plus all the expenses to get it over the border, assuming someone can find one. I'm also hoping Canadian model will have some extra features, especially for winter.

Separately from this, Honda dealer made me sign a no export agreement when I out down the deposit in Sept last year. Not sure if that's a thing in the States.

Not necessarily, they are most likely pre production models used for verifying the production process. If that's the case, they will probably be used for testing/ press fleet purposes, and then crushed afterwards. However, we are getting close if they are in the buildout phase. (I work on the manufacturing side for a different OEM)
