Why are there different specifications for the CTR?

In some markets it says 315 HP and in others 329 HP. Even in Brazil the say 294 Hp

Is there a website that explains the differences and what the specs are based on where in the world it was sold?

The only way to confirm differences is to go to every region specific Honda website and cross -reference it with USDM and JDM models. I know some Euro models differ even by country, based on that country's auto regulations

I don't know about the CTR. Countries have different fuel/octane availabilities (93 in most of the USA; 91 in California) and emissions equipment (OBD 2 in the USA), which affects power output. Counties use different units of power measurement (e.g., HP in USA, BHP in UK, PS in Japan, kW and Nm in Australia, etc.), which is like comparing metric to imperial. Read this article.

same reason they use different oil viscosity. different fuel.

yeah europe gets more herspers, was the same with fk8, cuz of fuel as mentioned

Other things Japan and europe get alcantara wheel, shift boot, alcantara back seats and parking sensors.

Canada gets parking sensors too.

Brazil gets a spare wheel.

There is all sorts of things that vary per country

Not entirely correct, at least for fuel. Europe uses RON to calculate their octane levels, which the US uses (RON+MON)/2 formula.

For example, european RON 98-100 octane is equivalent to US 93 octane, RON 95 is equivalent to US 91.

The additional (or reduced) power lies in emissions strategies mostly, not increase in fuel octane levels

I am european so I know that the octane is the same btw both countries.

This makes little sense as Europe has way stricter emission laws than the US (Type R is done now over there and not here). I will admit my information comes from someone that told me so you might be right that its emissions based, where did you get the info from?

Not anyone in particular, just based on experience. Also just because emissions may be stricter doesnt automatically mean lower power. It can, but its not always 1:1.

How, where, what individual countries choose to test emissions on, what specific values they focus on, for how long, at what RPM, etc all go into ECU tuning and adjustments for emissions. Or additional exhaust parts like particulate filters, designs etc (not CTR related specifically just in general).

And the example of BHP vs HP as mentioned above.

Not to mention, lots of politics go into emissions policies. Remember the older JDM "gentlemans agreement" that sports cars are rated at most 276hp , but in reality they varied way more and was over 300hp most times. But it was still listed as 276hp.

Examples like that.

Laws, emissions, fuel quality, Honda's own business decisions drive regional differences.

Honda focus groups the heck out of its cars, so if Brazilian consumers want a spare tire, they probably give something up like parking sensors to keep Honda profits steady.

For the FK8, despite being rated as having different power figures in different regions, it was confirmed that the FK8 has the exact same stock tune worldwide.

I wouldn't be surprised if this is the same for FL5 but I haven't seen confirmation one way or the other.

Canada gets parking sensors front and rear and Homelink mirror. Can confirm as per my own 2025 :)
